The public site takes registrations. Admin works them. Command dispatches from them. Respond carries the alert. Panic starts it. Every surface reads the same records over the same APIs — a decision made in one is visible in the others before the page finishes loading.

Routing and access control
One certificate per host, one origin per surface. The two internal consoles never share a hostname with the public site.
